Foreign Office, November 17, 1911, 1·15 P.M. SUN YAT SEN has applied for revocation of order prohibiting him from visiting Hong Kong. Do you see any objection to allowing him to visit Hong Kong? Circumstances have changed so much that it seems invidious now to exclude him, and may be impolitic. There seems no need for public revocation of order; all that is asked is that he should not be expelled if he visits Hong Kong. You should consult Lugard, and, if there is no objection, I will have Sun Yat Sen, who leaves for China in a day or two, informed.
